Mr. Japhter K. Rugut, EBS
Mr. Rugut, EBS, B.A. (UON), MBA (JKUAT)
Has over 25 years in Public Administration. He rose steadily through the ranks from the level of District Officer, District
Commissioner and eventually Provincial Commissioner in the Kenya Public Service. He has also served as the
Director General, National Youth Service and as Secretary Sports, Ministry of Sports, Culture and the Arts.
He was appointed to the current position of Chief Executive Officer, Anti-Doping Agency of Kenya (ADAK) in February,
2016 having benefitted from various trainings and collaboration meetings with other players in the industry, and
exhibiting commitment for the development of integrity in Sports.
Dr. Somane Ismai
Dr. Somane Ismail has over 20 years experience in the pharmaceutical industry. He has previously worked as Country
ManagerforAstraZeneca inNigeria from June 2009 to May 2010. Dr. Ismail also worked with Roche in various positions,
rising from a Medical Representative to Product specialist, Business Development Manager based in Khartoum, The
Sudan and Market Services Manager based in Basel, Switzerland. He was responsible for managing The Roche AIDS
Technology TransferInitiative dealingwith supporting local pharmaceutical manufacturing inSSAand Least Developed
Countries (LDCs) to produce HIV medicines.
Dr. Ismail also worked as the Product Manager at Roche, based in Johannesburg, South Africa. He received B.Pharm
from University of Hacettepe (Ankara, Turkey) and an MBA(Strategic Management) from MOIUniversity. He is a member
of the Pharmaceutical Society of Kenya. Dr. Ismail sits on the Council (Board) of Masinde Muliru University of Science
Dr. Somane Ismail is currently the Chief Executive Officer and Managing Partner at Pharmaco Healthcare Ltd, a position
he has held since June 2010.
